After Sandy, New York City Eyes Moving Power Gear Higher

December 14, 2012Email ThisPrintNewslettersTweetArticleComments

A major push is on to move New York City’s electrical infrastructure to higher ground or upper floors after Superstorm Sandy sent seawater pouring into low-lying substations and skyscraper basements and plunged half of Manhattan into darkness for four days.

The effort, likely to be enormously costly, will center partly on two old weaknesses brought into sharp relief by the surge: power distribution stations built just yards from the water’s edge, and electrical components located in vulnerable basements.

Ever since Thomas Edison built the world’s first central power station in a Manhattan seaport district in 1882, central elements of the island’s electrical infrastructure have been located along the waterfront. Ten of Con Edison’s 101 transmission and distribution substations sit in flood zones.

Connecticut officials are pushing ahead with plans to set up the new health insurance exchange, a marketplace where individuals and businesses can find affordable coverage, by next fall.

The federal Center for Medicare and Medicaid Services last week awarded the state a $107 million grant. It was the latest allotment from the federal government as part of President Barack Obama’s health care overhaul law. To date, the state has now received a total of $116 million.

Connecticut is one of a handful of states to have received a so-called Level-Two Establishment Grant. It joins Washington, Rhode Island, Maryland, Nevada and Vermont.

Colorado Wildfire Compensation Compromise Moving Along

May 9, 2012Email ThisPrintNewslettersTweetArticleComments

A compromise proposal to allow Colorado wildfire victims to seek state compensation in excess of liability limits remains on track for approval in the Legislature.

A Senate committee voted 5-0 Monday in favor of a bill to retroactively add state-set wildfires to the list of state immunity exemptions. The change would give victims of the recent Lower North Fork Fire the chance to seek state compensation beyond a $600,000 liability cap.

The measure already cleared the House and appears likely to reach the desk of Gov. John Hickenlooper, who supports the compromise.

A separate bill pushed by House Republicans on fire liability was amended by the Senate committee, giving that measure a longer road to becoming law.
