Heffernan Benefits Names Alarcon in Northern California

Heffernan Benefits Advisory Services, a division of Heffernan Insurance Brokers, named Andrea Alarcon to the position of benefits compliance/legislative counsel, focusing on Employee Retirement Income Security Act law and health care reform implementation and compliance.

Alarcon will be working out of Heffernan’s Northern California Walnut Creek and San Francisco branch offices.

Alarcon has more than 10 years of experience as a contract attorney, corporate counsel and researcher, specializing in public policy, contracts, and online health insurance program implementation.  She has focused on Health Care Reform and related issues, as well as performed extensive nonprofit work establishing access to affordable coverage for low-income constituents of Santa Clara County.

Walnut Creek, Calif.-based Heffernan has California offices in San Francisco, Petaluma, Palo Alto, Los Angeles and Orange County, as well as in Portland, Ore., St. Louis, M. and New York, NY.

RGEB Names Sakai to Head Executive Benefits in Southern California

Woodland Hills, Calif.-based RGEB Employee Benefits named Michael Sakai to head the executive benefits department.

The new executive benefits Department will focus on providing life, disability and long term care insurance to RGEB’s clients, as well as other executives and business owners.

RGEB works with 300 groups with 8,000 employees.

Poms Names Herbert Vice President of Employee Benefits

Los Angeles, Calif.-based Poms and Associates Insurance Brokers named Jack Herbert vice president of employee benefits in the firm’s Los Angeles office.

Herbert will focus on companies with 51 to 2,000 employees. He was previously founder and principal in the New York office of Benemax Inc, where his primary focus was working with private equity groups and their portfolio companies. Prior to Benemax, Herbert was with Citigroup and Rodman & Renshaw.

Poms services include commercial insurance, employee benefits, corporate wellness, personal lines, and risk management and risk control.  The firm has offices in California, Colorado, New Mexico and Washington.

Minnesota Court: Insurer Must Provide Benefits After Gender Change

A federal judge in Minneapolis, Minn., has ruled a health insurer improperly denied benefits to a spouse who had undergone a sex change operation.

U.S. District Judge Michael Davis said the health plan administrator for a United Parcel Service employee was wrong when it failed to cover his wife. Christine Radtke sued the health plan fund after it said she wasn’t legally married to Calvin Radtke. The fund countersued saying the couple fraudulently obtained a marriage license because Christine was born male.

The Star Tribune says Davis found the benefit plan imposed its own definitions of gender and marriage in violation of Minnesota law.

The judge’s ruling says state law recognizes a married person’s gender when the marriage takes place. Davis ordered the fund to reinstate Radtke and reimburse her for any covered expenses that she’s paid.
