G.J. Sullivan Company Excess & Surplus Lines Brokers has acquired Network E&S Insurance Brokers’ book of California business.

David Gorin and Sherri Gust will join GJS E&S, and will operate from Sullivan’s Orange County, Calif. office. Gorin will be responsible for servicing Network’s book of business and acquiring new business for all lines.

Sullivan Company acts as a wholesaler, providing a variety of retail agents and brokers across the United States with access to the top North American and international surplus lines insurance markets. Specialized programs include directors & officers, tow trucks, trucking and restaurants. The G.J. Sullivan Company Excess & Surplus Lines Brokers is a member of The Sullivan Group consortium founded in 1933.

California Senator Proposes 4 a.m Last Call for Alcohol

Last call at California restaurants, bars and nightclubs could come later under legislation proposed by a state senator from San Francisco.

Sen. Mark Leno’s bill would allow cities and counties to petition state alcohol regulators to allow alcohol service until 4 a.m., two hours later than current regulations.

Leno, a Democrat, tells the San Francisco Chronicle his bill would make California cities more competitive as tourist destinations with cities that allow alcohol service past 2 a.m.

Leno says he expects opposition based on public safety concerns, but he has not seen evidence that later alcohol service leads to increased alcohol-related traffic deaths.

Heffernan Benefits Names Alarcon in Northern California

Heffernan Benefits Advisory Services, a division of Heffernan Insurance Brokers, named Andrea Alarcon to the position of benefits compliance/legislative counsel, focusing on Employee Retirement Income Security Act law and health care reform implementation and compliance.

Alarcon will be working out of Heffernan’s Northern California Walnut Creek and San Francisco branch offices.

Alarcon has more than 10 years of experience as a contract attorney, corporate counsel and researcher, specializing in public policy, contracts, and online health insurance program implementation.  She has focused on Health Care Reform and related issues, as well as performed extensive nonprofit work establishing access to affordable coverage for low-income constituents of Santa Clara County.

California School District Sued Over Yoga Program

An attorney representing a family bent out of shape over a public school yoga program in the beach city of Encinitas filed a lawsuit Wednesday to stop the district-wide classes.

In the lawsuit filed in San Diego Superior Court, attorney Dean Broyles argued that the twice weekly, 30-minute classes are inherently religious, in violation of the separation between church and state.

The plaintiffs are Stephen and Jennifer Sedlock and their children, who are students in the Encinitas Union School District.

Fired Coach Sues Northern California Diocese

A former Catholic high school coach is suing the Diocese of Sacramento in Northern California claiming he was fired in retaliation for reporting sexual hazing by his players.

Officials at Vallejo’s St. Patrick-St. Vincent High School said earlier this month that 50-year-old head football coach Chris Cerbone was fired because varsity players exposed their genitals to harass six younger teammates.

Cerbone filed a wrongful termination suit on Wednesday in Sacramento County Superior Court saying he was trying to protect students by reporting the incidents to school administrators.

But the lawsuit says principal Mary Ellen Ryan fired Cerbone, saying he was to blame for failing to supervise his players.

RGEB Names Sakai to Head Executive Benefits in Southern California

Woodland Hills, Calif.-based RGEB Employee Benefits named Michael Sakai to head the executive benefits department.

The new executive benefits Department will focus on providing life, disability and long term care insurance to RGEB’s clients, as well as other executives and business owners.

Leavitt and Konecki Combine in Southern California

Solana Beach, Calif.-based Konecki Insurance Brokerage has combined operations with the Leavitt Group’s San Diego office.

In the combined operations, John Konecki will serve as executive vice president in the commercial insurance division, and Carolyn Konecki will serve as a vice president in the personal insurance division.

Konecki Insurance Brokerage was formed by John Konecki in 1990 with Farmers Group of Companies. In 2003, Konecki formed an independent agency, Konecki Insurance Brokerage. In 2012, the agency relocated their offices from San Diego to Solana Beach.

The Leavitt Group is a large, national privately-held insurance brokerage.

EPIC Acquires Homeplace Insurance Brokers in Southern California

Edgewood Partners Insurance Center entered into an agreement to acquire Ontario, Calif.-based Homeplace Insurance Brokers Inc.

The Ontario team will report to Dan Ryan, EPIC’s managing principal in Orange County.

Homeplace specializes in the design and oversight of risk management and insurance programs for the transportation, warehousing and logistics industries, with an emphasis in trucking coverages. The privately-held company is owned by founder Judy L. Busam.

EPIC operates from nine offices across California: Los Angeles, Irvine, Ontario, Fresno, Folsom, San Francisco, San Mateo, Petaluma and San Ramon.

California Commissioner Fingers Insurers for Iran Investments

California Insurance Commissioner Dave Jones on Wednesday singled out eight insurers licensed to do business in the state who continue to have investments tied to Iran’s energy, military and nuclear sectors.

During a press conference in Los Angeles Jones called out the insurers for not divesting their holdings in multinational companies doing business in Iran under the Department of Insurance’s Iran Divestment Program launched in 2009 by then Insurance Commissioner Steve Poizner.

In tying the insurers, all but one of which are life insurance companies, to Iranian investments, Jones noted that the nation itself has been tied with terrorism and he referred to Iran’s efforts to become a nuclear nation.

Around the same time that Jones was making his remarks it was being reported that Iran had started installing a new generation of machines for enriching uranium, a move countries like the U.S. fear is an effort to speed up Iran’s alleged efforts to create a nuclear weapon despite Iran’s stated intent that its goal is to generate nuclear power and not weapons of mass destruction.

Jones stood with several members of Los Angeles’ Jewish community when he made the announcement, and he also used the occasion to praise the program’s results over the last four years.

From the roughly 1,300 insurers doing business in California the total amount of investments in companies doing business in the Iranian military, energy and nuclear sectors was roughly $6 billion at the beginning of the program. Currently insurer investments in companies doing business with the Iranian energy, military, and nuclear sectors total just under $200 million, a 97 percent reduction, according to Jones.

And the list of insurers declining to divest has been reduced to eight.

Those eight insurance companies are: State Farm Mutual Automobile Insurance Co., Connecticut General Life Insurance Co., ING USA Annuity and Life Insurance Co., The Ohio National Life Insurance Co., Ohio National Life Assurance Corp., Life Insurance Company of North America, National Guardian Life Insurance Co., Assurity Life Insurance Co.

Tanker Hits Bay Bridge in Northern California

A tanker struck the San Francisco-Oakland Bay Bridge on Monday, the Sacramento Bee newspaper is reporting.

There were no immediate reports of leaks and the bridge was open to traffic, according to the story, which reported that tanker struck the bridge around 11:20 a.m. while headed out to sea.

Brees California Lawsuit Claims His Charity Was Cheated

Saints quarterback Drew Brees and his foundation are suing one of the former organizers of his celebrity golf tournament in southern California, saying the organizer cheated benefactors of the foundation out of thousands of dollars he kept for his own marketing firm.

The lawsuit, filed Wednesday against David Miller and Integrated Sports Marketing in San Diego Superior Court, says Miller negotiated a favorable hotel rate for celebrity guests at the La Costa Resort earlier this year, then collected higher room rates, keeping the difference.

Now Brees wants his representatives to audit ISM’s books from the past three tournaments to which he lent his name.

Miller said he has not seen Brees’ lawsuit and cannot comment other than to point out that Brees failed to uphold his end of their marketing deal and that counter-claims are forthcoming.

4 Convicted in California for $154M Medical Insurance Fraud

Orange County prosecutors say four people have been convicted of crimes relating to a $154 million medical fraud scheme in which hundreds of healthy patients underwent unnecessary surgeries to fraudulently bill insurance companies.

Farrah Emami, a spokeswoman for the Orange County district attorney’s office, says 64-year-old Roy Dickson, 58-year-old Andrew Harnen, 63-year-old Dee Francis and 66-year-old Rosalinda Landon were found guilty of multiple tax fraud counts.

The four were convicted for their roles in recruiting more than 250 healthy patients to undergo sometimes dangerous surgeries to fraudulently bill insurance companies.

The four were among 19 defendants charged in the case, which has been divided into several trials because of its size.

A total of 13 have been indicted by a grand jury and six others pleaded guilty prior to indictment.

EPIC Names Dunn VP of Workers’ Comp Claims in Central California

Edgewood Partners Insurance Center named Joe Dunn vice president of workers’ compensation claims in its Fresno, Calif. office.

Dunn will be responsible for workers’ comp claims advocacy, and he will work with EPIC’s Central Valley clients to manage and reduce claims expense, including providing education and training, investigating and overseeing claims and establishing best practices for claims cost control. He will also coordinate and oversee insurance carrier services, ensuring case reserves are not excessive, and he will be charged with ensuring that claims are effectively.

Dunn has 11 years of experience in workers’ compensation, settlement negotiation, and Medicare.

Before EPIC, Dunn worked as a senior workers’ comp claims adjuster for the State Compensation Insurance Fund.

EPIC has a staff of 300 employees working from eight offices across California: Los Angeles, Irvine, Fresno, Folsom, San Francisco, San Mateo, Petaluma and San Ramon.

New Lawsuit For Southern California Officer In Homeless Death Case

A disabled man has filed a lawsuit against Fullerton police, saying he was abused by the same officer charged in the beating death of a homeless man.

The Orange County Register reported Tuesday that Mark Edwin Walker says he was thrown to the ground and stomped during an arrest last year and his injuries included a broken hand.

Police audio recordings captured a 20-minute encounter between Mark Edwin Walker and two officers.

One of the officers, Manuel Ramos, can be heard trying to get Walker to stand to be handcuffed and threatening to break his arm.

Acting police chief Dan Hughes says the recording contains no evidence of abuse and calls the allegations “fabricated lies.”

Ramos has been charged in the death of Kelly Thomas, a Fullerton homeless man.
